City of Antipolo, Rizal 5 Year Flood Hazard Map
Abstract:
This shapefile, with a resolution of 10 meters, illustrates the inundation extents in the area if the actual amount of rain exceeds that of a 5 year-rain return period.
The study found that the environmental-ecological vulnerability of the low-lying flood-prone areas in Antipolo interacts strongly with the social vulnerability of urban poor households, highlighting the effects of climate-related changes like sea-level rise, increased typhoons, the intensity of monsoon rains, floods, and tidal/storm surges, on this vulnerable population. Most of the households have low incomes, live in slum/squatter settlements, and do not have adequate access to potable water, electricity, health, sewage, and sanitation facilities. About two-thirds of them suffered losses (e.g., income, work, health/sickness, household appliances/things, housing damage) from typhoons, floods, and tidal/storm surges but only a small portion of them obtained help from formal institutions (e.g., local government units or LGUs, charitable agencies) and informal support networks (relatives/neighbors/friends). Of these, a third of these
households appeared more vulnerable and consistently incurred higher losses (e.g., income and workdays) and intense inconveniences (e.g., water source buried by floods, toilets blocked and overflowed with wastes/large worms to their floors) compared to their neighbors.
Floodings in the area have been an inconvenience to many of the residents like Mrs. Soriano who has been living in Antipolo for about 26 years now. Despite large community and personal consequences, they still decided to stay since their area is near to commercials and they can easily acquire commodities. However, her family is one among all other families who are still hoping and waiting for the relocation that was promised by the authorities.
Mr. Rolando, who has been living for more than 20 years in the area, on the other hand, was discouraged about the supposed relocation and wished for a more improved waste management system instead. According to him, it is also important to have a cooperative spirit within the community.
Note: There is a 1/5 (20%) probability of a flood with 5 year return period occurring in a single year. The Rainfall Intesity Duration Frequency is 243.100mm.

"We are experiencing flooding because of the garbage and mud that is stuck in the canals, causing it to stop the flow of water and happen to flood in low-lying areas." Hon. Marlon Zingapan-Brgy. Captain of Mambugan and a resident of Lacolina.
As we interview the Brgy. Captain of Mambugan, here are the major reasons why flooding can’t be stopped from happening when it rains in Antipolo.
• Antipolo's Geography
Antipolo, as we all know, is hilly and mountainous in general, with hilly areas in the west and mountainous areas in the east as part of the Sierra Madre Mountain Range. Due to the downhill terrain, some low-lying areas, such as Barangay Mambugan, are prone to flooding. The Pasig River does not directly flow into the Marikina River. If the municipality of Marikina takes action to allow low-lying areas in Antipolo to divert water, but the city of Marikina refuses because it is not a part of Marikina, the water will be diverted to Cainta. The water flow is zigzagged and does not flow directly to the Marcos highway. When it goes down from Marcos Highway, it automatically makes water stagnant in the creek because it is located at the lower part of Antipolo. The water coming from the higher areas will go to the lower areas of Antipolo, causing flooding.
• Garbage and mud in the canals
Garbage was the main reason why the water flow of the major canals was slow or stagnant. Also, the thick mud that traps the water causes the overflow of canals and creeks.
• Overcrowded Places
In the last 20 years in Antipolo City, 90% of the population in the squatter areas are from outside Rizal that migrated to the city, and only 10% are from Antipolo. Brgy. Mambugan has 37 sitios and 22 subdivisions. Seven of these areas (65 families) are at high risk because they are near the creek. The majority of these areas are squatters, and barangay officials are focusing on relocating these families who are 3 to 5 meters from the creek. The creek needs allowable space for it to renovate, and that can only happen when these squatters relocate to a safer place.
As per Brgy. Captain with his Brgy. officials, they have the initiative and plans to prevent flooding that are:
Putting Cement Culverts for Canals to help the water flow. Treatment of sewage could be useful ways to combat the situation.
Proper Path way, or road right of way, approximately 1 meter.
Riprapping the creek to allow for a faster flow of water, resulting in fewer overflow accidents.
Relocation for the affected areas. Every year, 2–5 families are relocated. With the help of the City Government of Antipolo, they are planning to demolish by 2022–2023 the areas that were affected by flooding and give those houses and lots to live in.
Make the Marcos Highway project done as soon as possible to make the water flow not stagnant, which makes the creek water level too low.
Proper Waste Management Program that educates the community to act in proper disposal and it can be done by applying the 3R – Reduce, Reuse and Recycle. Reducing means lessening the amount of trash/garbage produced. Reusing refers to using materials more than once while recycling means creating new material or product out of trash/garbage.
Cleaning or Deep Plugging of Canals Most of this is garbage and thick mud that traps the water's flow.
Lastly, when there will be flooding incidents in Brgy. Mambugan. Hon. Zingapan assures they are always ready as it is likely to happen on rainy days. They are already set to put rescue teams and volunteers from Brgy. and help from different departments like the bureau of fire and the national government. For him, the prevention and preparedness in times of calamity is always his responsibility for the safety of his people.

Typhoon Ulysses, which hit the Calabarzon region on November 11, 2020, and even normal rainfall in the City of Antipolo cause floods in various barangays, especially barangay Blank. This is explicit evidence that local municipal governments must invest in improving the drainage system to mitigate the impact of continuous rainfall in their respective areas.
